The transition to a circular digital economy requires specialists with the skills and abilities to ensure the energy-intensive and environmentally sustainable development of green industry and the introduction of innovations. The development of innovations is a key approach to improving the standard of living of people and society. In addition, the sustainable development of society is based on the development of individual competencies. Digital competences are one of the basic and mass ones, which today are becoming a general necessity for the development of many professions in the labor market.

The digital and green transition of economic development also requires the accelerated introduction of new technologies, in particular in the highly innovative areas of deep technologies, which means that close cooperation between technology integrators and enterprises is necessary, both at the regional and transnational levels. The construction industry is an active integrator of green technologies, but their insufficient competence in digital technologies is too much inhibiting the development and rapid implementation of innovations. That is why close interaction of construction education and production is necessary. Existing educational programs of educational institutions should be implemented in production, and new management solutions in production should be fixed in educational programs. Therefore, it is important to develop alliances between educational institutions, integrators of innovations and industry.

For educational institutions, it is important to update existing master's courses (MK) or develop new ones with the implementation of digital economy, energy saving and sustainable community development practices. Such activity requires the development of a network of platforms for the interaction of educational institutions and enterprises, on the basis of which it is possible to create incubators for joint startups. This project aims to create a consortium that will be able to actively generate interaction programs between enterprises and education for the rapid implementation of digital innovations, green technologies in engineering and construction and the promotion of EU best practices regarding educational methodologies related to energy efficiency. All this should be based on the requirements set by the UN 2030 Agenda, with special reference to SDGs 4, 7, 10, 11 and the priorities of the EU Green Deal and an economy that works for people.

The specific goals are:

• Development of a consortium platform for the interaction of its participants and the planning and implementation of joint actions;
• Development of educational plans adapted to the requirements of the labor market of the European Union, which will contribute to the implementation of interdisciplinary training methods;
• Creation of incubators to stimulate connections between universities and enterprises to eliminate discrepancies between the requirements of enterprises and educational institutions, offering holistic solutions to improve the employability of students in the civil engineering, construction and information technology sectors;
• Adaptation of existing optional courses and development of new ones for consortium members so that everyone can openly use them on a common electronic platform for knowledge exchange and transition to virtual mobility in the long term;

The main beneficiaries of the obtained results should be teachers of educational institutions and participants of the consortium, as well as students of the last years and recent graduates.
